Under Ark. Code Ann. § 16-20-102, the Circuit Clerk must record all court proceedings, issue summons and warrants, and maintain files for all pending and past cases. Clark County criminal court records include felony charges, misdemeanor appeals from district court, and any other matters brought before the Ninth Judicial Circuit. The office keeps records of every step in each case from first filing through final disposition.

CourtConnect Full Access for Clark County
Clark County is one of only nine Arkansas counties with full CourtConnect participation. This means you can get significantly more information online than in most other counties. Access the portal at caseinfo.arcourts.gov. No login or account is required. The system is free and open to the public.
For Clark County criminal cases, a full-participation CourtConnect search gives you: party names, case numbers, filing dates, case status and disposition, judgment and sentencing information, all docket entries and case activities, document images for participating case types, and real-time updates as the case moves through the court. You can search by party name with comprehensive results, by case number, by date range, by case type, or by attorney name. This level of access lets you review a case file in detail before deciding whether to request physical copies.
What is still not online: sealed cases, juvenile delinquency records, and records predating Clark County's entry into the Contexte system. For those, you go directly to the clerk's office. CourtConnect is also down for maintenance from 12:30 AM to 2:00 AM on weekdays and has longer weekend windows.

Requesting Clark County Criminal Records

Under Ark. Code Ann. § 25-19-101, the Arkansas Freedom of Information Act, public records must be available during regular business hours. There is no charge to inspect records in person. Fee waivers are available in some cases for indigent parties when a court approves a waiver form.

These are separate from circuit court case files and held by a different agency.
To get incident reports from the Sheriff, file a written FOIA request. Under Arkansas FOIA law, the office must respond within three business days. Include the date, location, and names of any parties involved. Warrant verification typically requires an in-person visit with a valid ID. Criminal Case Types in Clark County
The Clark County Circuit Clerk keeps records across several criminal case categories. Felony cases, the most serious, include drug charges, violent offenses, property crimes, and white-collar matters. Misdemeanors appealed from district court also appear in the circuit court files. Each case file typically contains the charging document, any arrest warrant, bond records, plea agreements, judgment and sentencing orders, and the full docket sheet.
Some records are not public. Juvenile records are sealed under Ark. Code Ann. § 9-27-309. Cases that a court has ordered sealed or expunged do not show up in public searches. Social Security numbers, financial account data, and victim address information in domestic cases are redacted from public copies. Certified copies bear the clerk's seal and signature confirming the document is a true and correct copy of the original record.
Historical records from Clark County's earliest courts are preserved in the clerk's archives. Very old cases may be held by the Arkansas State Archives in Little Rock. If you are researching cases from several decades ago, checking with the archives first may save time.
